Spring Downloader is being strange, 30000 packets during updating and over 9gb of Internet traffic chewing up half of my monthly cap. I checked using Wireshark to see what is up and got myself a 20mb dump file in 2mins of recording to find that the program was using http to update it's self, i know that becurse of loads of http data and headers coming from your server.

I was not able to reproduce this bug. I tried with same configuration: A fresh install of spring to ProgramFiles on Windows7, but SD updated flawlessly.
Could you please provide further information what happens when you start SD? I assume you start it and then it requests UAC admin rights? You grant it and what happens then? Does it disappear and the http communication starts in a loop or does it restart in a loop requesting admin rights over and over again? Does the program window ever show up?
Maybe also provide the contents of SpringDownloaderErrors.txt. You can find it in %userprofile%\Documents\My Games\Spring.

I have tried using the version on the web site, if you look at bandwidth logs on the server if you have them you will notice a 10gb spike yesterday round 4:00PM NZST( New Zealand Time ) this spike will be made up of 2gb a hour above normal for 5 hours.
Also the app does not spawn a window at the time and makes loads of .dat files containing copies i would think, 2 apps at once made 40 of them in 10mins

What do you see? 2.0.12.0 ? Does it match version of SD executable? (If you hover mouse over exe)
Also is lua5.1.dll present in same folder?

1.4.1.0 is what i see in the file, the down loader is 2.0.12.0.

Ok it seems you have something between you and the server which screws data..
1.4.1.0 is many months old.
Its possible your ISP uses some stupidly configured transparent proxy server
