3 fps and wierd unit drawing problem

win 7 32 bit
2.4ghz core2
intel g45 express chipset (4500mhd)
its pretty bad i know
but it usually works fine

this only started happening to me a few days ago
BA chicken defense
NOTA
NOTA spacebugs
any map
any number of players, including offline games with bots, as long as there is another team somewhere ingame
both MT and stock exe
before and after reinstall (also wiped registry settings)
before and after restart

it might be hard to see, but it definately happens
the polygons arent being drawn in the right order or something
before 2 days ago, this would happen as well, but with no performance decrease
now, as you can see from the top right corner's fps count, its at 1.
for this screenshot specifically, the frame rate goes up to normal (40-80) when no units including my commander are visible on screen.

additionally, theres a 50% chance that the zoom level im on will display the map as if it were flooded, but i get the feeling that its the same polygon issue as the units.

Really wierd, most likely from the gpu. Have you tried up or downgrading gfx drivers?

yes i tried doing that
well, when i downgraded, everything went really bright
idk it just screwed itself up
plus, the problem still remained when i tried to run spring
