This card supports directx9, so you will be able to turn on all the advanced rendering options for taspring. The framerate in a big battle will still be low though, because of your processor.

I got a geforce 5200 ultra 128MB and it works wiht all settings at max but it lags a little when I set shadows on. But I think that might eb me havign an 8x card on a motherboard whose AGP slot only supports upto 4x.

Dont ask (replace motherboard for better one needing new cpu and memory at the same time, turning into system overhaul, damn parents buying me an intel based system when I'm an AMD guy)

I've got the same motherboard and 128 RAM. The settings I use are High res coulds, reflective water (turning it off would be better, but it looks so nice...), and I have the sliders generally in the medium area. It's nice to set Terrain LOD to 30, because you don't really need to see that far...

You might think about going to a Geforce 6200 or a ATI 9600.
Both are very go graphics card. Also, not too pricey too.
I prefer ATI for windows systems and Nvidia for linux systems.

For about £100 you can get a 6600 GT, which are DX9.0 and have the 2.0 shaders IIRC. This card is easily the best in its price range.
