12*12 is possible from a 20*20 map, its really not difficult. Whats much more difficult is to actually make a heightmap on top of an asteroid that looks natural and looks like its part of the structure and still fun to play.
This technique is really nothing new, the only important thing is to use very high detail 16 bit heightmaps.
