Is it Possible? How much work? To change the gameplay?

So I was wondering if it is possible to change the gameplay to something completely different. Like C&C where you wouldn't need a builder to create buildings, you would build it in your main building and when it would be ready just place it close to one of your other buildings.

Based on what I found via searching. The answer was, "the Spring engine needs tons of lua workarounds to make a WC/SC-like gameplay possible.".

Meaning that it's possible, but the work needed is huuuuuuuuuuuge.

It has been done already in various different variatons, e.g. in Gundam and THIS.

Changing things like building only in a certain area around other buildings you already have is no "huuuge" amount of work (especially with the said examples already being there). Even resource mining like in SC/WC wouldn't be extremely hard. That might be different though if you want to do "clever" harvesters in C&C style as we're now talking of some sort of independent AI looking for the best, safest and nearest resources to harvest...

Doing that probably would be a big bunch of work as it's up to you to create such a logic...
