mantis roadmap and change log

toyed around with setting target version on some tickets so the roadmap view works: http://springrts.com/mantis/roadmap_page.php. you can change the target version in the advanced edit/report page or on the issue list. additionally, if you set "fixed in version" correctly, mantis will generate a quite pretty changelog.

I set this up on darkstars ages ago, there are some bugs in the code but they're mostly formatting issues. For example, all the styling of the roadmap page isnt applied due to a html error.
