There's a modoption 'Always visible flags', which does that when disabled. (Non visible flags are ghosted)

I should probably explain the default. By default this is enabled because flags represent territorial control, territorial control during war is apparent in almost all situations, since civilians, neutrals and intermediates will inevitably transmit the information. Furthermore, this control garners Command, which is a social resource rather than a physical one - it depends on the leadership knowing that you have this territory, and what your leaders know, your enemies do as well.

There is a dynamic element, in that you can judge the disposition of most of your enemy's troops, based on his flag capping. Russia is an obvious exception to this, and in some contexts this becomes a significant tactical asset for the Soviets.

I dont think stealth expansion really plays a part in s44 since players expand so fast- I never saw the visible player expansions as a problem

K, well a few times in 1v1 I have gained a significant advantage from assuming (correctly) that my opponent had massed all of his start inf, and was progressing along the line drawn by his flag capping.
This allows pre emptive mg42 deployment, obvious flanking oppurtunities, etc etc etc.
Maybe not immediately apparent in a 4v4 "lane push" map where the direction of attack is never really in question, but it's definitely there as a dynamic.
