Disables resurrecting partially reclaimed wrecks.

The bug:
For example, trying to rez a partially reclaimed com wreck with 5 rez bots will result nothing else than over 70k of metal spent with effective metal buildpower of 15 nanotowers.

TheFatController, could you push a BA hotfix with this added?

edit:
One misleading comment line was left in it:
-- "Auto Repair & resurrect & reclaim for idle Rectors, also converts rector's additional fight commands to area repair & resurrect & reclaim"
Also, does having unused function localization calls (like local GetUnitsInCylinder = Spring.GetUnitsInCylinder) have any kind of performance or other drawback?
