I cant think of any better idea from that stopped piracy in history, other than pure physical application of force (brits stopped slave trade on mediterranean sea by killing every single pirate they came across with, and as result, the slave trade moved back south where they werent being shot at)

Er, one of the Roman emperors successfully quelled pirates in that area by putting them to work as farmers, apparently it went over pretty well. Probably wouldn't work out in modern times, but it's a better idea from history nonetheless. I don't remember which one but I just took an early western history course and recall being surprised by my instructor adding that bit in lol.

i doubt that story, since romans pretty much killed any and everything they deemed a threat, with most imaginative ways possible (colosseum, crucifixation, and a lot of medieval torture techniques come straight from romans)
