Ok i tried it:
/nospectatorchat 0
/nospectatorchat 1
/nospectatorchat 2

/nospectatorchat whatsoever

it doesnt work.

How exactly did you check that it doesn't work? Did you ask the spectators in a game you hosted?

Not that I would be surprised if it's broken, no one has ever used it...

When you tried it, we got spammed with "Spectator chat is disabled" or w/e every time we wrote something. Dunno if you guys could see it or not.

i was spectator too and i saw them spamming and i could spam too. so it clearly didnt work.

Edit: you were spectator? you can't see if it's working or not unless you're a player.
