I think that 24 hours thing is based on a copyright exception for 'reviewing' a copyrighted work. Of course that is probably supposed to apply to people legitimately writing reviews and the 24 hours timeframe is probably just made up.
It's doubtful that anybody downloading ROMS actually reviews them or deletes them that quickly (unless they suck or don't work) so the whole thing is like Peet said, a way for the sites to disavow all knowledge of any wrong-doing.

Emulators are entirely legal. Roms are basically entirely illegal.

In the US ROMs are legal if you own the corresponding game, AFAIK it's covered under the provisions of copyright law that allow you to make copies of a work for personal use, etc.
It's basically the same as scanning a book you own into digital format, which is perfectly fine as long as you don't distribute it.
As for proving I own RTW and Deus Ex: well I actually have the broken Deus Ex cd, guess I couldn't really prove I got RTW legally though.
If my computer got searched, those would be the least of my worries tbh.

Turn 1 was mostly just my units advancing to better positions.
Not without loss, however

Hmmm, I know where that is. Think i'll lob a few mortar rounds at it for laffs.
Anyway, combat is progressing nicely. First round victory went to me with some moral-crushing insults. Ivory's "ya momma" comebacks failed to score any significant psychological damage. Probably because he was off-guard after a strong opening attack:
