Auto speed decrease?

It seems that when one person hits 60-75% CPU, the game speed really slows down to 0.3 (ish) speed. Manually changing the speed will kinda reset it, but then it instantly drops to a slower speed.
Is this a new feature to prevent desync? or a bug?

It has always slowed down, but I think it used to never go below 0.5 though...

It seems a little better since the update, but not the same as before, it's still too slow in most games. I've also noticed that if one person hits high CPU, then leaves, it takes a while to bring it back up to a reasonable speed.

77b4 has a bug where the speed doesn't go back up properly. Fixed for the next version.
