A big list of resources for texturing and modelling, from tutorials to reference pictures to texture packs themselves. If you have a site that's not on the list, add it to the thread (so keep random chitchat to a minimum so I can find them easily)

Reference Pictures
Google Image Search, Flickr and Deviant Art are useful, the latter especially for sci-fi and fantasy designs
http://www.a2armory.com/medar.html <- site with weapons from medieval to modern, useful as references
http://www.solaris7.com/ <- lots of battletech art, useful for mechs
http://www.forgeworld.co.uk <- Games Workshop's uber-expensive site for specialist kits, but comes with lots of pictures.
http://world.guns.ru/main-e.htm <- nearly every man-portable gun under the sun can be found here
http://www.the-blueprints.com/ <- no points for guessing what this site's good for (note: it's vehicle/ship/stuff blueprints, as opposed to buildings)

Textures
http://www.cgtextures.com/ <- lots and lots and lots of textures (well, photographs taken specifically for texture creation) - not as useful for RTS texture making, but still good for things like overlays and vents and wheels.

Tutorials
http://www.cgtextures.com/content.php?action=tutorials <- these tutorials are aimed more at FPS texture creation, but it contains a lot of useful tips and tricks for photoshop. So many, it even has it's own list of them, and also explains all the blend modes. Useful reference

There's also a lot of useful tutorials posted here in the forum. They're usually stickied, and can generally be found in Art and Modelling (this forum) and Game and Mod Design

I also use flickr very heavily for my texture references.

The Blueprints - a sizeable collection of reference pics for modelling real-world equipment (ww2 and modern), incl. tanks, aircraft, ships, civilian vehicles and more. Also has some Star Wars and Star Trek stuff.
