In a frictionless environment, any small amount of force will effect movement on a mass. No matter how small and immeasurable.

A small moment of a small force is not going to do anything, but a small force over a long period of time will eventually accelerate the object. Hell, you could get an SD moving quite quickly, providing you did not mind abhorrently slow acceleration.

A Jedi could pull a heavy object down out of orbit providing they had any force pull effect over that distance, not at a whim, but after a long term concerted effort.

I did say that any correction thrusters would totally ruin it.

But, not as a static object against a force applied over a long period of time.

I must add, that I am assuming that Jedi force pull does not require the whole equal and opposite reaction gambit, otherwise he would simply pull himself up into the ship.
