Seaplanes fail to move properly after being built

As illustrated below, I set my Seaplane Platform to move all planes to the edge of the map, and then have them patrol horizontally across to the otherside of the map to protect my allies. The planes slowly drift across the surface of the water, refusing to take off. Stopping them, then manually moving them makes them work again.

Is this the wrong forum to post in, or can I assume the devs have been notified?
