Average FPS on Highest detail 8xAA?

On 16x16 Small Supreme I start out with 25FPS

7900GTO
3gb of RAM
e6300 1.86GHZ

Is that normal?

Turn down shadowmaps (4096x4096 tops for your card, assuming it has 512mb of vram) and make sure ground decals are set to 1.
