The textures for grass and tress and probably other features renders with noise in it if the 3D Tress check is enabled.
I'm using an Nvidia GeForce 7300 GT. Latest drivers.

Make sure spring is not minimized and is completely on the screen (if it's in a window) when it is loading.

yeah I have been using it in windowed mode. Does spring have a problem with windowed mode?
Edit:
Okay when I first start spring it opens with window so it's not centered in the screen and is partially off screen. Does it matter that I have multiple monitors? I tested and if I use full screen the problem goes away.

the entire window needs to be visible for the entire loading process I think. So if the window is starting partially off-screen that's going to be a problem.

ive had this problem for a VERY long time, is there anyway to make springs window position stay the same every game?

this problem dates back to .6x iirc. Used to happen when I was typing in tasclient and the host started the game while I was typing.
I dunno how to fix it other than making sure that spring is maximized when the game starts :-/

The procedural trees are terible. This isnt the onyl bug affecting them and they regularly 'dissapear' on many video cards.
On my main machine I can see their shadows but the trees themselves are never drawn.
