I'm not sure which revision (or combination of revisions) of
CGroundDecalHandler is in next/, but I recall fixing an OOB
heightmap access like that at some point (may have been
for the rotating building decals patch). IMHO though next/
should just have the current SVN revision, the entire thing
is unsynced code anyway.

Well, I think we should give it some testing first. Is there a build with the latest code base around?
