Through the installer. If the installer could generate something that told the lobby beforehand what mods the user downloaded and joined those mods channels, I imagine that it would make the learning curve a little less steep for new users.
For the same reason that newbs auto join #newbies. That way we could greet the new users, they would have access to the latest info (which is generally in the topic provided that someone isn't messing around).
Just strikes me as a good idea.

And maybe if mods could also start out with a filter list that allowed them to start noobs with a preset filter that filtered out all mods except for the downloaded one - with the ability for the user to turn the filter off later.

I'm not really interested in implementing a filter, but the channels idea is a good one. Perhaps Satirik has some idea of how best TASClient and the lobby can communicate. Maybe through the registry?

The installer could write to perform.dat, could it not?

Perhaps, I'd have to learn how to append text to files though, and I don't currently know how to do that.
