Output Audio slowing software?

Does anyone know a software that can slow down the audio at real-time(Not an Audio file but any output audio)? Or a game speed changer that can slow audio too?

Assuming you're talking ablout latency, yes, some crap cards can get overwhelmed(Especially onboard). But on the other hand, I would tend to thing that that would happen rarely.

Well I did have some strange problem with the sound card which happened when switching from stereo to quad speakers and the sounds played twice slower than normal! BUT now it is all okay -

Yar that is a latency thing, essentially the hardware portion of it is dumping the load on the software portion (most likely) which == lag.
