They are only allowed to live in the modern times, for charity mostly. In the ancient times people born with deficiences were killed right after birth...

Well evolution didnt did anything wrong since it isnt a living being :) What I meant is like "How come a creature that cant stand a variation of 1ºC have evolved this way?"
