Spring's Targeting System...
I'm not sure who thought it was a great idea to make spring disregard all targets if there is something in range starting construction, but can we please stop this behavior?

It's probably an artifact of how the game prioritizes targets. Low health makes it a more attractive target to attackers. A building starting construction has low health and high value, and it therefore will target that. The only thing I would suggest is to make the targeting system not know the state of something if it's on radar.
