Early 23rd Century? Not really, in 22nd Century they were still using tools like this for the NX-01. This is how they've always welded the hull on every ship in Star Trek. Event the Sovereign Class was was made this way.

Sorry I didn't know I was suppose to spend my whole life surfing the net, and not looking after my girlfriend and having a social life, follow through my education and so on.
