I hope this is the right forum now :)
Hovers are OP: They are strong like tech 1 sea and land units (they even have better arti than tech 1 land) and since they can move in both land and sea thats bad...
One possible solution I tough was making they be tech 2 (even winhout tech 1, their factory would cost as much as a tech 2 one and their builders would be tech 2)
