Doubtful.

In a strict technical sense it's a maybe, but I suspect that Paint wouldn't be able to handle texture maps for anything above like 4x4 or 8x8, they'd be too big.

In a more general sense of "can you make an OK map in Paint" it's a definite "no".

The Gimp.

Honestly... mapping is a complex process, and I'd say that you'd find the mapping process difficult if you find the Gimp too confusing to use.

So figure out Gimp first and then map.
