Any weapon with sufficient range, dps, reload rate, AoE and accuracy is an area denial weapon. Properly balanced MRPCs and Annis are the traditional examples. The principle of area denial isn't "nothing can be built here" so much as "nothing will finish building here, or if it does it won't last long." Conversely, minefields are area denial as well - make a cloakable nano turret that can only build mines and plant it somewhere so it can easily replenish destroyed mines - script it to be automatic if you like.

If you're looking for a lazy way of making an area unbuildable, though, could argue for a return to the days of super deformable terrain. ~~
