underwater/floating structure build outline lua script

i had a good idea last night

there should be two green build outlines when placing floating or underwater buildings - one on the water surface and one on the sea floor

i would have this turned on all of the time, and would go so far as to say include it with spring and have it turned on by default

Ya, i like the idea as well, here's what I plan to commit...
(it's an engine modification, forgoing the lua)

P.S. Ignore the fact that the tidal generator doesn't float ;-)

I've also written gui_water_lines.lua that shows the
same kind of lines for units that you have selected.

P.S. I also have the water lines built into the queued build squares in
my source files (I can't commit the relevant files in their current state).
