Negative reclaim value?

Would this be possible?
As in it would drain you resources to reclaim a feature. This together with making then indestructible by weapons is an idea i had for a huge sea map i was thinking of. Taking an island would be an investment, to clear the trees for buildings.

Last time I checked, trees could be blown up ;p but it would work for rocks.

And how about sharing negative resources with your opponents?
