Doing it in Lua in no way hinders possibilities to export vital data to AIs - what's important is the way the data is exported. A simple text file with a tech tree and commands/actions linked with research options will be enough, the only problem is getting a consensus on how that file should look like.

Sure it's doable in Lua or BOS but it's something that really should be in the .fbi.
