Ships passing over underwater buildings

This is more of a problem in nota than in other mods, but right now underwater structures block surface ships. If you have a big ship like a cruiser and you're trying to drive through an area with a bunch of underwater metal extractors the ship will often get stuck on the buildings even though it passes far above them. Buildings should only block ships if they poke up above the surface. Either that or the game could check the depth of the building and check that with the max depth of the ship.

Why would we need to tag it? Underwater stuff have hitspheres and such too - from those we can get the unit's height (sphere diameter). If the height of the unit and ground leave enough water depth for the ship to use, the ship should be able to get over it

could we hack through this atm by making them not blocking in their footprints?

But then that might cause some overlap issues. It is a trade off.
