I hate this teacher, and it looks like it's mutual.

I wanted to bring to your attention a persistent issue that I see
developing. You are habitually 5-15 minutes late to class.
While it is true that my syllabus states you will not be marked late until
you are more than 15 minutes late, this is meant to allow for the
occasional time when a student would walk in a few minutes late to class.
Occasional being the operative word here. It is not meant to be abused or
taken advantage of. I have routinely had to wait to begin class for you
to show up, because we all know you will show up just slightly late. I
know this may seem not to be much of an issue since we usually finish
early, but seven other people have managed to get there on time, and you
are holding us all up. Showing up late for a presentation, whether by me
or a fellow student is rude and disrespectful.
I am writing to ask you to re-evaluate the time you leave for class
and perhaps leave just five minutes earlier so that you arrive on time. I
will give you one week to readjust to this schedule and then from that
point on, if this becomes a problem again I will begin marking you late
for everytime you walk in after 8am, regardless of how late. As you are
aware, each late mark is 1/2 an absence, and they tend to add up quickly.
As you saw demostrated today, I will also no longer be holidng up the
class for your arrival.

I'm with Neuralize on this - this teacher is violating his own policy to mark Neuralize late, and is also singling him out for more severe treatment. So Neuralize suffers 'cause this jerk couldn't think through the results of his own policy.
The e-mail is about 80% whining. And he ends it "thanks." Passive-aggressive idiot.
I say complain to the dean about disparate treatment.

but you've got to look at the reason for the policy, really. the teacher says the reason behind the policy, and what it is intended for.
by coming in late you are taking advantage of a policy set for your benefit, and in doing so are wasting other people's time
i dont think that the teachers reaction is out of order at all
EDIT: and i would disagree with it being singling out... if you've shown that you dont deserve the grace that you are being given, then why should they keep giving it?

I'd have to say that Nueralize deserves harsh treatment for his obvious exploitation of a rule that was meant to cover occasional tardiness.
That teacher doesn't HAVE to have a 15 minute no-late policy. Infact, most teachers wouldn't. But rather than being thankful for having such an understanding teacher, you manipulate and exploit the situation and the teacher's good nature, and use that policy for your own selfish benefit when you know damned well that it wasn't the teacher's intention to go above her authority and essentially have class start 15 minutes later than it should by school policy.
If I were that teacher I'd bring you out behind the back of the school have you extrajudicially executed.

It's a private art college. While this leads to many of my instructors being very talented and generally cool people, it also tends attracts elitist instructors. This teacher teaches my animation class, and all she does is assign bogus work, and laugh like a horse, she doesn't actually do any teaching, which I'm sure works great at a normal college, but all my other teachers here actually teach, they tell you methods and techniques that they have found successful and define their assignments very clearly in their purpose.
I could learn more if I dropped the class and taught myself, which I'm seriously considering, but maybe that's my sense of self and bruised ego taking the whole thing too far.
I mean, the request itself is perfectly reasonable, although I feel that she should just not even mention it anywhere that it's alright to be occasionally 15 minutes late. It would make more sense to say, get here on time or you will be late, and then when someone doesn't get there on time, she can just tell them that it's alright and to try harder to be in class on time next time.

Seriously... act like a grownup, and you will get treated like one. Being on time is a basic part of being responsible and having respect for those around you. It's completely irrelevant that you don't like your professor- if you are too late to drop the class, that's nobody's fault but yours.
The clock isn't some tyranny invented by The Man, dude... it's an agreement between grownups that they will be in a place and time when they say they will be. If you carry over these habits into later life, they will not serve you well.
I have to manage people at my job, and that's always a sticking point- five minutes late all the time screws up other people's timing, which tends to waste everybody's time.
The late guy doesn't even notice, because he's too busy catching up, but it ruins the rhythm of meetings, shift changes, or whatever, and wastes everybody's time in the process, which, as the old adage goes, costs money. And dude, managers don't like wasting money. Successful commercial artists don't screw around like that.
As for the quality of the class... meh... you will always run into stuff like that, where you're going to have your time wasted. You can either go to your Dean and complain (asking to have the class dropped, without prejudice to your grades, is usually the right way to bring this to their attention, btw- not just random bitching) or you could really act like a grownup, and ask your prof for a moment, and talk to her about this, since you think she's doing a crappy job. If she's a tenured prof., then she may not listen, but if she doesn't have tenure, then you have a great deal of power over her career, if you make a stink, so take down some notes so that you don't just sound like you're whining, tell the lady that the class lacks enough practical, hands-on stuff for you, and ask her if she'll either drop the class or give you something else to do. If you're lucky, she'll give you an out. If not, go to plan B, and talk to the Dean (again, bring notes, and speak formally).

time for you to man up and show up when you are expected to be there. Are you so awesome that the other students should all just wait for you? probably not.

Whats so hard about turning up on time for fu#@@ sake, if its one thing that boils my piss, its people who keep me waiting when all they have to do is learn to tell the freaking time.
We hired an engineer a while back, he was 10 mins late on his first day, and the same the next, with no explanation, the third day he was at home in bed with no job because boss man fired him. What a shame eh? ^^
