modders, please include PALETTE.PAL in your OTA based mods

It would be great if you could include PALETTE.PAL (currently in a default spring install) in your mod if you use ta_color* textures. This way (debian) linux users don't have to download it separately once debs are ready or we move away from distributing data tarballs, and we don't have to mess with releasing new base ota content files.

It's only 1024 bytes.

what about the rest of us who have NON-OTA textures? I use a lot of custom textures many are not in the ota pallet some are. Will I need to include it? I do not use any ota textures.
