Playing with HPI's, help needed

Hey, I just downloaded HPI manager and after backing up the taenheter.ccx file I have been playing around with it. One question. how come in 'sidedata.tdf' i changed what the commander can build to
[ARMCOM]
{
canbuild1=ARMGEO;
}
and yet he can build several units still?

Because of the /guis/*.gui and /download/*.tdf

where the libraries have been fixed to work correctly.
