I've made some test with mines (from arm podger), and I can't detect them with any unit (commander, marky, various radars, ...!
When you consider the damage they (kaboom and oompf) inflict, it's really horrific :)
Did I miss something ? A special mine dectotor unit ?
I ran also my old TA, the mines are detected by radars - still and mobile unit (on minimap only).

Mines shouldn't be easy to detect, and if radar showed them, nobody would ever build them again. A mine is a concealed stationary weapon, designed to destroy land or sea troops by self-destructing. If you could see that from a distance without effort, then it would be, simply, useless.
The issue here is that they are Stealth and Cloaked, which means that they do not show up on radar or in LOS, unless a unit gets into proximity, whereupon the cloaking is broken, and you can see the mines. However, the decloak radii for most mines is equivalent to the destruct circle. The easy way to detect them is to use aircraft, or drop some artillery fire into the region.
As far as I recall, the mines actually don't deal enough damage to justify their use in most occassions. Small mines can't kill much at all, and the medium ones are prohibitive in cost. Stationary, mid damage objects that can be easily uncovered by aircraft and destroyed at range with a single attack from most weapons. They also consume a copious amount of energy to remain cloaked, so an extensive mine field is infeasible in early game when it might pose the greatest danger to the units of your foe.
