Increases accuracy or something. And that question should be moved into the appropriate thread (XTA, AA)... also make use of the search function, I'm certain it has been asked (and answered) some time ago.

It only effects the accuracy of the Radar Dots that appear on the minimap and on screen for units not in LOS, but in Radar field of view.

It reduced the sway factor of the dots so you have a pinpoint location of where the actual units are, making long range shots by Missles or long range beam weapons and plasma dead on accurate.

While you can survive without it, it makes the effectiveness of NON LOS shots 100% accurate, which makes its value very high if you build it.

In OTA, the Target facility was build to allow weapons to fire on radar dots automatically, as normally any firing would have to be manual or revealed by scout units to achieve the same effect against "radar only" targets.

Mod specific... It's actually quite cheap to run in AA and very helpful on large maps.

Indeed, some might consider it, particularly in AA, a somewhat broken development.
