FBI-defined (groan) speed multiplier when underwater

Needed badly for amphibious tanks, to make them travel at a less ridiculously slow speed when underwater.

I thought this was put in last version. Because amphib tanks no longer move shit slowly.

will be possible via script once get/set MAX_SPEED is working again. Just have it increase their speed when they're underwater - Argh's demon has a way to tell where the unit is in relation to water level.

Yeah. What Nemo said. It'd be nice if a lot've behavior concerning water wasn't borked, though.
