checksums are not infallible and calculated on the level of logical archives while "incorrect map file" means the SMF header magic string didn't match -> corrupted download.

Maps are downloaded using the in-engine downloader. Should this be reopened as a downloader ticket?

if you have some way of reproducing it (forcing the engine to crash during a download might be one), yes.
