Steps To Reproducesee demo and screenshot

(demo contains a /give all followed by a single move order given to all, as a result my simspeed dropped sharply, over maybe 5 second, down to about 0.3, and then recovered again about 10 seconds after that)

Didn't see demo, but I think it should be tested with luaui and maybe luarules disabled to rule out mod specific issues

Seems you didn't bother looking at the screenshot either; PathManager:NextWayPoint is responsible.
