Summary0001679: add a tag to sounddefs: if sound is played in los, or not
DescriptionCurrently every player in a game can hear every sound in a game.

In a 1v1 game it is bad to hear, if the enemy builds a radar. There is also no AIEvent.

So add a sound tag like:

OnlyPlayInLos

for sounds that should be only played in Los.
