Spring.SetProjectileCEG:
accept CEG ID's in addition to strings
return CEG ID if argument is a string

make LuaSyncedMoveCtrl::Set*MoveTypeData return the number
of assigned values; remove API duplication in said functions

fix autolink of events on gcc. fix compile on clang.

Surprisingly clang defines __GNUC__.
This will also make clang builds behave better when running local games (WantsEvent returns true when autolink is enabled).
