we can't tell the difference between that and simply pasting ten messages... however, both are spam.

just think that 3 lines is a bit off a harsh limit, but anyways taserver was worse in these maters, i recall one time posting 12 line messages in one second by mistake.

Still the message could be altered, example "you have been muted, for spaming, if your new to spring type /j #help and /j #newbies and ask for help there".

something like that fixes this, but i dont think its that big of a problem though.

you've gotta be lagging at least 8 seconds and that's assuming you type over 100wpm

someone who types 40-50wpm (common) would probably take 20+ seconds of lag (and typing several things while not noticing they weren't being said)

Whenever I am downloading something, I frequently get 5-15 seconds lag.

Maybe simply allow a max of 3 lines pasted before taking the time delay into account? Should fix most of the issues, while actually killing off the spammers.
