Democratic development will never work for a game. As a prime example, I point at CA. ZK is another matter entirely, but CA was always a huge mess without a direction.
First requirement is creativity. All the dev skills in the world won't help if you aren't creative. Secondly, you have to LEARN how to use the engine, not just throw random numbers and stats changes at something.
Did you know that the flash tank's bursting is very broken? Is that one of the things you would bother to fix? I fixed it a long time back but of course Noize didn't understand (because he knew very little about what he was doing) so it was never implemented.
The common theme among *A modders is that they don't know horseshit from peanut butter when it comes to the engine. If all you're going to do is tweak some unit stats, why bother. On the other hand, if you want to actually make it BETTER, and aren't an arrogant prick to everyone around who knows what they are doing, you'll have no end of help. But the rest of us don't like 'modders' (modders are people who change unit stats around and know very little else), however, we are quite happy with Game Developers, or in *A's case, Mod Developers
