Yeah you could try to reverse the process, ie not generating tile texes from a bitmap but using tiles directly. At least for most of the map.
It's stupid how levels are made nowadays with L3DT using tiled textures and then you "downmix" to a huge bitmap and then once more the nvidia program finds the tiles again from that huge bitmap...
Ideally of course map creation should be different with the new format when you can have a plain tiled texture and then another very stretched texture on blended top of that reduces the obvious tiling appearance (different tiling frequency and perhaps direction too), and you never downmix / flatten whatucallit.
