Maintainers work on projects which we may consider modifications, in that they are in no way a new game, neither offering a new game design nor new content for the game. Developers work on projects which we may consider games, in that they've introduced a radically new design and/or new content. Of course, the points on which this distinction may be questioned are NOTA and CA.
