The areas that are out of drought are along the eastern seaboard, where most of the major cities are. New South Wales officially declared itself drought-free towards the end of last year. Victoria is out of drought too now thanks to the soaking rain we've been receiving on-and-off throughout the past 6 months.
And as SpliFF said, it's a periodic phenomena.

Yikes. They say that flash floods are especially bad in places that are normally dry like that.

The city of Brisbane got hit by the flooding, wasn't as bad as the 1974 floods but it was still devastating. Flood waters are receding in most places I think. If you want more detailed info go here.
