Isn't it technically legal to do as long as you just say that you have to own OTA for it to be legal, or am I just making things up?

Well ba developers should try it. And then release a bunch of updates cause there is no "ave per version dls" sort and source forge likes to waste its bandwidth.
I have an idea! make ba dependent on a satisfactory mod like sa1944 or maybe something alot smaller. THEN make make users dl updates of the smaller mod from sourceforge all the time. This is just like marketing and is already done considering what appears in the sort now.
