Viewing that video you made I wonder if perhaps instead one should take the hexagons and space them evenly over the map and draw them individually so that selecting multiple energy structures doesn't end up with a hodge podge overlap of 2 or more textures that aren't perfectly aligned

I can't think of a reason why you would want to select an energy structure in evo. Other mods maybe. Keep in mind this is able to be used on anything, any building, etc.

I mean for example showing existing energy radiii while placing an extra radius would end up with overlap.

Hopefully it could be done with just snapping and being careful with hexagons size, in such a way that on overlapping disks, hexagons precisely match.
