Hmm, what you seem to discount somewhat is that while yes, of course a user certainly shouldn't need to know such commands/his way around the config files just to get a decent setup - people making games and putting together Installers for the Spring engine probably do, and can reasonably be expected to (to a certain extent, anyway).
And as Spring itself is no more than an engine, I personally am not too concerned with what the "default distribution" settings are, cause anyone putting together a standalone installer can override them at will (and that's the way I see to go forward). I imagine there might be some other points of view out there :) ...

That's certainly a valid point, but mods can't be expected to install a custom settings program just to make it possible to disable camera modes - especially when this would become a global rule which would affect all other games installed with that copy of Spring.
It's also a bit much to expect mods to literally do the impossible and alter a hardcoded control configuration, as is the case with ctrl+middle and shift+middle.
