Because TA is a game. It's more concerned about fun and playability than about being an exact reproduction of actual tank warfare.
If TA was to be realist, every tank could shoot to the other side of the map and kill anything in one shot. And units would take months and an entire industrial complex to build. And the gameplay would be terrible.

Because XTA!
In OTA the weasel isn't a battle tank unit, it's only useful for recon and for closing solar or killing unprotected mexxes. When the Swedish Yankspanker saw that the weasel was unable to kill any tank, instead of realising it's normal, that it's not its role, and there has to be a cheapest veh, they thought "OMG, underbalanced, let's beef it up!", and the result is XTA uberpowered jeffy and weasel.
Like Annihilarity 9 attests, this specificity of XTA has been known for years.

i change movinfo.tdf for hav kbot tank hover spid footprint 1 to 6
so crushstrenght for all tank are more 20 but noone crush trees ...but hover and spider crush ...
