Yup. This is why Debian's web browser is called "Iceweasel" - it's a fork of Firefox that is nearly identical, but rebranded with a product name that isn't owned and restricted to the Mozilla foundation.
So basically, in order to get EE into the Debian reps, Fang would have to GPL or BSD it.
However, getting mods into the reps isn't a big deal like it is with applications - you can download mods and they work with the engine. Apps are different - downloading an app on a Linux box that isn't perfectly configured for it can be a nightmare.

By the way, the only reason that Ubuntu has "Firefox" is because Mozilla grants us special permission by certifying our builds as official.KDR_11k wrote: Adding to that Debian rejected Firefox because the logo is trademarked and they have rules that unofficial builds must bear a different logo.
